Excellent question. I assumed flashback story as well, more so when I saw this cover with them all in their original uniforms.

This cover is very impressive. I don't usually care for Uy's work but this I like.

This flashback with the old team has to do something with the new Nova Corps. It's going to be interesting to see how this turns out.

Ah this recent interview (http://marvel.com/news/comicstories.6254.Tuesday_Q%26A~colon~_DnA) with DnA explains that it isn't the full team. Only Firestar and Justice.
